Two experts in the use of force by police said there are a lot of unknowns in what happened the night Portland Police Officer Chris Humphreys fired a beanbag gun at a 12-year-old girl. But they both agreed that the weapon carries concerns in areas most people may not think about.

The union that represents Portland police officers plans to hold a vote of no confidence for police Chief Rosie Sizer and police Commissioner Dan Saltzman after they placed a police officer on leave....more Sizer announced the suspension of Officer Chris Humphreys Thursday pending an investigation into his actions that involved shooting a 12-year-old girl with a beanbag gun at close range. Police said the girl was resisting arrest at a MAX station and punched an officer in the face before Humphreys fired his beanbag gun. The video below is of the entire incident as seen from a TriMet security camera. The confrontation occurs about 1 minute into the video. There is no audio. “Leadership of the Police Bureau at the hands of Commissioner Dan Saltzman and Chief Sizer has failed Officer Chris Humphreys and our entire membership,” said Portland Police Association President Scott Westerman after the union’s executive board unanimously voted to put a vote to the entire membership of the union.

Police Commissioner Dan Saltzman directed that Officer Chris Humphreys be placed on administrative leave pending an investigation into his use of force regarding a 12-year-old girl who police said resisted arrest. Last Saturday police said Humphreys tried to take the girl into custody who was resisting arrest at a MAX station. He fired a bean bag at her at close range. The incident started when a large party broke up that involved several known gang members, police said. Officer Humphreys and another officer responded when police said the girl struck the other officer in the face. That’s when Humphreys fired the bean bag round. Portland's police commissioner is recommending that two officers be suspended without pay for their role in the death of James Chasse, who died in police custody in 2006.An internal investigation...more cleared Sgt. Kyle Nice and Officer Chris Humphreys of excessive force.But in a statement released Wednesday, Police Commissioner Dan Saltzman wrote that he believes Humphreys and Nice should be suspended without pay because "I believe that their interactions with medical personnel fell short of the Bureau's legitimate expectations."Sgt. Scott Westerman, President of the Portland Police Association, fired back at a press conference, saying that is absurd."Officer Chris Humphreys and Sgt. Kyle Nice are being unfairly disciplined for purely political reasons," Westerman said. "Commissioner Saltzman is unable to discipline medical crews or jail nurses, so he is taking aim at these officers for political posturing."The two officers will be given an opportunity to discuss the suspension

Representatives from the Mental Health Association turned in a petition to the city Thursday signed by nearly 200 people who demanded that Portland Police Chief Rosie Sizer release an internal investigation into the death of Chasse.

On Thursday, Multnomah County Commissioners voted in favor of a $925,000 settlement with James Chasse's family. Other lawsuits are still pending in connection to his death. Chasse died while in police custody.

Chasse, 42, who had schizophrenia, was arrested following a foot chase in the Pearl District in September 2006. Officers said they thought he had urinated outside and was on drugs.  Chasse suffered more than a dozen broken ribs and later died while in custody.
